Only when the customer has explicitly defined an approved substitution rule. Even common resistors and capacitors can differ in tolerance, voltage, dielectric, temperature coefficient, power, package height and reliability grade. The BOM should state which lines allow equivalents and which require the exact manufacturer part number. Any proposed change outside that rule should be returned for approval.
