Gerber and NC drill files are widely accepted for PCB fabrication when the package is complete and clearly named. ODB++ can carry additional design intelligence that helps engineering review, but it is not mandatory for every project. Include the fabrication drawing, stack-up, impedance table and special process notes separately when they are not fully represented in the output package. The correct deliverable is the format that preserves your released requirements without ambiguity.
